unzip the instantclient_19_22.zip to a folder on the C: drive

folder \instantclient_19_22\network\admin contains the TNSNames.ora file (at customer NON-RFL entries are deleted)
folder \instantclient_19_22\log  will store the logfiles
folder \instantclient_19_22\sql  contains SQL scripts that are executed
folder \instantclient_19_22 contains the batch file that can be executed.
