ABS-150079 Loss billing for circ for quit customers (not MAX)
Pre-condition: LOSSCHARGEINVENTORYTYPE=2
Steps to test:
1. Choose a customer with garments products and wearers' inventory (circ. inv. > max. inv.)
2. End- date a garment from PLPC dlg
3. Generate invoice for the next B delivery day
4. Check, on the invoice, loss charge lines for this products 
Expected result:
Loss charge should be based on max. inventory
